On 14 September, Maritime Launch Services and Isar Aerospace announced that they had finalized the work plan and program milestones for a dedicated Spectrum launch complex at Spaceport Nova Scotia. The companies continue to target their first orbital launches from Nova Scotia in 2028.
The milestone fulfils a condition of their facilities agreement after they extended the original 1 September deadline to 15 September. The extension left the other main terms unchanged, including subsequent infrastructure conditions.
It also follows Spectrum’s first orbital flight from Norway. The Canadian project thus has progress to report on both the vehicle and its planned facilities, though completing a work plan does not establish that the Nova Scotia site is ready for orbital missions.
An orbital precedent for Spectrum
The European Space Agency (ESA) confirms that Spectrum reached orbit after launching from Andøya Spaceport in Norway on 5 September. Isar subsequently reported that all customer payloads had been released into orbit.
ESA describes Spectrum as a two-stage vehicle intended to carry up to 1,000 kilograms to low Earth orbit. That is a design target, rather than the payload mass demonstrated on the September flight.
For Spaceport Nova Scotia, the mission establishes that its proposed launch vehicle has reached orbit. However, the flight used Norwegian infrastructure. The Canadian complex still needs the facilities, permissions and operating arrangements that would allow the rocket to fly from Nova Scotia.
Building the Canadian launch complex
Maritime Launch Services is developing the spaceport near Canso, Nova Scotia. Under the July facilities agreement, Isar Aerospace will develop the dedicated Spectrum launch complex, while Maritime Launch provides the site, launch pad, assembly and testing facilities, operations centre and payload-integration facility.
Isar’s service encompasses pad-infrastructure design and operation alongside the Spectrum rocket. The German company has also established Isar Aerospace Canada Inc.
The agreement calls for the designated pad to be handed over by 1 November 2026, followed by completion of additional spaceport infrastructure by 31 December 2027. These remain published conditions; neither stage has been reported as completed.
The September announcement therefore moves the project beyond an agreed planning requirement. Delivering and commissioning the facilities would be the next substantive step towards supporting missions from the Canadian site.
Infrastructure access and launch authority
National Defence has a separate interest in the spaceport. In March, it announced a 10-year, $200-million agreement to lease a dedicated launch pad for the Department of National Defence, Canadian Armed Forces and wider federal government, with access also envisaged for allies and partners.
That agreement establishes government demand for infrastructure, without disclosing an order for a particular Spectrum mission. Launch approval is a separate requirement: Transport Canada says commercial launches require permission from the transport minister, with the proposed site considered in the application. The department does not license spaceports.
In Anvil North’s assessment, the project’s potential value to defence planners lies in another route to orbit from Canadian territory. Whether it becomes a practical option will depend on completed facilities, applicable permissions and a firm mission schedule, as well as payload compatibility, available launch dates and dependable operations. The 2028 target remains conditional on that work producing an operational service.
